Long before most international parental child abductions occur, there are signs to indicate the possibility. Despite the varied ways in which abductions occur, the common denominator is that they nearly always start at the local level. FBI Victim Specialist Bruce May will discuss with conference participants the work his working group has done regarding prevention, local, state, federal and international response, and barriers and opportunities to address the problem in this candid session.
